Harbor Health Acquires 27 Village Medical Clinics in Houston
Harbor Health is absorbing 27 Village Medical locations in Houston, pairing clinic care with no-deductible insurance plans starting Nov. 1.
Harbor Health, a Texas-based primary care company, is acquiring 27 Village Medical clinics across Houston, folding them into its integrated care-and-coverage model, the company announced Oct. 6, 2026. The move positions Harbor as both the insurer and care provider for members in one of the nation's largest metro areas.
The acquired clinics will serve as the primary care home for enrollees in Harbor's health plans, which carry no deductible — a feature the company is using to differentiate itself in a crowded Texas insurance market. Individual and family enrollment opens Nov. 1, coinciding with the standard Affordable Care Act open enrollment window.

Large employer plans will also be available across Texas beginning the same date, expanding Harbor's footprint beyond the individual market and into the group benefits space. The dual launch signals an effort to scale quickly on both the consumer and commercial sides simultaneously.
The acquisition reflects a broader industry trend of insurers and provider groups merging operations to reduce costs and streamline patient care, though Harbor's no-deductible structure represents a notably consumer-friendly variation on that model. By controlling both the clinical and insurance sides, Harbor aims to reduce friction between coverage and access to care.
